I hate the gunplay outside of VATS in Fallout so much that I've been searching for cheats to remove the Action Points limitation... I would ideally play through the entire game in VATS if possible. In fact, after trying Fallout 3 at a friends house, I decided I hated the gunplay outside of VATS so much, that I have refused to buy it until I know I have a method to enjoy the combat from entirely within VATS.
Digging through console documentation, I found the following commands which appear to be the answer:
Press ~ (tilde) to activate the console (note that it may not appear on screen, so just continue on regardless)
Enter player.modav actionpoints 999 to permanently increase your action points.
Optionally, enter SetGS fVATSDistanceFactor 0.0001 to have perfect accuracy in VATS.
Let some heads roll!
(Remember, the first command is permanent, so don't save afterwords if you don't want to!)
Can anyone try these steps and report back if it works as intended? I'm really hoping this works - I'd love to get into Fallout!
Actually any 'modav ' command can be undone with the 'modav -x' command: ie: 'player.modav actionpoints 999' would be set back to the previous value with the command 'player.modav actionpoints -999'
